2003-03-16 07:50:54總統府表演太陽能「秀」的幕後太陽能發電，作為一種取代核能發電、火力發電的“安全”、“再生”能源，已是全世界公認的趨勢與潮流。所謂“安全”，就是不會危害人類生存環境，符合生態環保原則，所謂“再生”，就是能循環開發使用，符合永續發展的原則。 太陽照射４５分鐘所產生的能量，相當於人類消耗地球能量之總和，而太陽能又取之不盡，用之不竭，除非太陽“死亡”，否則，它是所有再生能源中（還包括風能、海洋能、地熱、水力、生質能等）最容易取得、源源不絕而成本便宜的一種，以目前的技術來說，只要在屋頂上安裝太陽能面板，即能吸收太陽能而轉換成電能或熱能，供日常生活所需。 除了生態環保與永續發展外，太陽能發電對台灣還有另外一項特別重要的意義，那就是經濟意義。在資本全球化的衝擊下，不分傳統或高科技，台灣產業的老闆為了尋找更低廉而容易剝削壓榨的勞動力、污染管制少、土地成本低、社會福利差、稅賦優惠高與政府對企業財團“服務”效能高的國家而紛紛出走，以謀求最大的利潤，所以，經濟景氣持續惡化，失業率直線上揚！ 為了“拼經濟”，阿扁政府使出渾身解數，想要挽留本土大老闆的心，可惜大老闆們只認利潤不認祖國！阿扁政府意圖引誘外資來台灣投資，然而，中國大陸是比台灣更好“削錢”的天堂！因此，在黔驢技窮之際，只好由政府當起闊老爺，砸下七百億以收買連任的選票！其實，只要阿扁政府全力發展太陽能產業，就能“拼經濟”和“救失業”！ 因為，太陽能面板是家家戶戶、公家單位、公司、非營利的民間團體等都可安裝而又需要的設備，光是台灣的內需市場就足以支撐供養相當龐大的太陽能產業，創造極為大量的就業機會，直可言，這是最典型的“綠色經濟”！那麼，阿扁政府為何不為呢？ 不，阿扁政府“為”了，去年，總統府是全台灣第一個安裝太陽能面板的公部門，以宣示阿扁政府是追求生態環保與永續發展的政權，不過，阿扁政府的“為”只能到表演太陽能面板安裝“秀”為止，至今，尚未有任何其它公部門跟進，包括提出「獎勵再生能源條例」草案的經濟部能源委員會在內！為什麼呢？是阿扁底下的行政部門不積極推動嗎？ 有人會問，以太陽能發電取代核能發電，是既環保而又能“拼經濟”，阿扁豈會“頭殼歹去”地選擇後者，而捨去前者？問題在於支持核能發電背後真正的力量不是泛藍陣營的擁核政客們，而是要發動侵略伊拉克戰爭的美國老大哥，這是台電官員自己在聯合報披露的實情！大家只要回想一下，銷售核四設備的公司是美國超級壟斷財團－奇異，核四爭議最激烈時，美國國務卿曾跳出來講話，就可知台灣的核能發電完全是屈從美國霸權淫威下的產物！ 當阿扁比過去的國民黨政權更加“卒啦”地，要當美國霸權的“細漢”時，選擇太陽能發電以取代核能發電，才是“頭殼歹去”！所以，若台灣人民不能覺悟地反抗美國霸權對台灣的宰制，發展太陽能產業、非核家園、建立“綠色經濟”等等，永遠是無法實現的夢幻口號而已！ 由 cyberbees 發表於 March 16, 2003 07:50 AM | 引用迴響
