2003-03-16 07:55:50揭開９２１組合屋的「驚悚」真相！根據行政院＜九二一震災重建推動委員會＞的資料，９２１震災後，由社會各界愛心捐款所興建之組合屋共１１２處，安置５６６７戶受災戶。其中有將近一半（約二千四百多戶）是獨居老人、單親家庭、中低收入戶，與震災所毀損屋宅是向別人承租者，這些受災戶都是台灣社會結構最底層的人民。歷經三年多來，官方通過威脅、恐嚇、利誘與污名化等各種不擇手段，以達到「消滅災民，粉飾太平」的政治目的，經濟能力尚可的受災戶陸續遷離出組合屋－僅比遊民的居住環境稍好的“鬼地方”，其餘的受災戶只能被迫死守著“鬼地方”，而成為官方始終不放棄要予以“消滅”的對象！ 未住過組合屋的「非災民」很難體會箇中的辛酸滋味；如來自日本阪神地震後跨海拆遷來台的“二手”組合屋，因到台灣災區重新組建，就產生無法密合的問題，故而，晚上的打鼾聲隔鄰清晰可聞，隱私與安寧，已成組合屋的奢侈品。台中縣大里市展望村的居民透露：晚上，不但可以聽到隔壁的各種聲響，甚至還可以看到隔壁的一舉一動！ 原本住在東勢鎮本街的張伯伯，透天厝的老家一夕之間全毀，災後搬到組合屋，一看只有十二坪，只有以前自家的七分之一大，全家都得擠在這兒，眼淚差點掉下來。他說：剛搬進組合屋，真是樣樣不適應。原本住慣透天厝，還曾鐵齒說絕不住進組合屋，要不是連住了一年的帳棚，實在突破不了重重法令障礙以進行重建，我們又怎麼會住進來？組合屋屋距小，隔音又差，屋內打小孩、夫妻吵架、晚上睡覺打呼，左鄰右舍等於聽轉播，隔著牆板，一清二楚！ 張伯伯還悲嘆：像我們有八口人家，要擠進這十二坪大的組合屋中，真不知道要怎麼擠！小小兩坪大的房間，就要擠進三個大人。女兒都已經三十多歲了，還要跟老爸爸擠同一張床，說出去真沒人要相信。老家的衣櫃在地震時毀壞了，我們也不敢買，買了也不知道可以塞在哪裡，所以，這兩年多來，我們家都是用塑膠袋代替衣櫃在收納我們一大家子的衣服。就連公所發給我們的公文，我們也沒有地方擺，只好一份份捲起來，用塑膠袋做臨時的書櫃來用！ 張伯伯一家人的困厄在組合屋中是普遍的處境，許多組合屋災民甚至把屋簷當作儲藏室，把家裡實在塞不下的東西堆到屋簷下。只不過在長期遭受日曬與淋之下，這樣克難的儲藏室，自然成為家具的“殺手”！然而，相較於八坪大的日式組合屋，十二坪大的組合屋已經算是“豪宅”了！ 八坪大的日式組合屋，一眼就可以從前門看到後門。住在這樣的組合屋中，最是考驗主婦們的“收納”功夫。不到一坪的浴室裡，竟然還塞了８０㎝×８０㎝的浴缸、洗手台，還有坐式馬桶。這樣的空間，光是上廁所就夠讓人傷腦筋了。只要坐在馬桶上，膝蓋剛好就靠到門板上，如果是ＮＢＡ新星姚明，恐怕是連是否能進去都是個大問題！ 另外，結合客廳、廚房、餐廳的“三合一”空間更是令人連旋身都十分困難。更別說不到四坪大小的和式房間，就必須擠進全家大小，有些受災戶為此添購了折疊式的床鋪，方便睡醒後可以收納起來。有些受災戶甚至不能提供小孩一張寫功課讀書的書桌！ 除了居住空間難以想像的狹小外，連居住的舒適程度也是難以想像的惡劣！夏天室內溫度經常高達四十度，不開冷氣就很容易中暑！到了冬天，散熱速度快，加上不能防堵的縫隙，隨時有寒意透骨的冷風吹進，有些災民必須棉被外鋪上雨衣，以擋風保暖！ 隨著時間的過去，興建組合屋的偷工減料逐一暴露；每三個月一定通水管一次，否則排水口就會溢水上來，甚至馬桶還會不通！有的組合屋由於施工錯誤，導致水管受壓破裂，使得木質地板受潮後逐漸產生塌陷等現象，此外，許多年輕力壯的災民在長期居住在濕氣極重的組合屋後，也逐漸產生腰酸背痛的毛病，更別說像地板崩塌、屋頂雨天漏水、洗澡時得先在浴室門口做個小堤防等等小問題更是層出不窮。因為濕氣之故，有些組合屋還會漏電，因此連要開門開窗都要非常注意，用棍子開關以免觸電。 由於政府採取「消滅災民，粉飾太平」的政策，所以放任組合屋公共衛生環境的自然破敗！有些組合屋雜草叢生，有些組合屋蚊蟲猖獗，有些組合屋居處農地或山林，甚至出現了「人、蛇、鼠一窩」的驚悚景象！ 任何有民主意識與稍具正義感的台灣人都會質疑：為什麼身為“人民公僕”的總統、政務官、縣市長們，可以享有豪華寬敞的辦公室、轎車與官邸，而做為“國家主人”的組合屋災民卻要被迫死守著“鬼地方”，卻還要遭受“人民公僕”的驅趕與拆除組合屋的暴政？ 有意參訪體驗９２１組合屋“驚悚”真相的網友，可寫信給＜台灣居住權運動聯盟＞執行長劉欣恆小姐，若網友們有意參訪體驗的人數超過二十，＜台灣居住權運動聯盟＞將會規劃舉辦為期一至二日的「９２１災區組合屋體驗營」！ 迴響
