為何搬不出921組合屋？

徐明德（化名）住在台中縣東勢鎮９２１組合屋互助展望村，全身６０﹪灼傷，因此失去工作能力，無力扶養家人，老婆便離他而去，留下一個兒子，父子倆從此相依為命！。靠著政府的殘障津貼“苟活”著，沒錢時，就向鄰居借貸，時而有一餐沒一餐的，偶而老友來探望，送條魚給他，已經算是天上掉下的禮物了！至於兒子，就仰賴慈善機關的援助才得以上學。

天熱時，組合屋內不開冷氣任誰都“凍未條”！無法排汗的他，就顯得特別特別難受，脾氣也異常暴燥！徐明德常“夢想”搬到一個像人住的地方，可是，房東一看到他殘障的“鬼樣子”，又無頭路，深怕收不到租金，都避之唯恐不及！儘管，政府不時地放出拆除組合屋的風聲，以驅趕受災戶，儘管，組合屋的居住環境離難民營只有一步之遙，但是，除了認命地死守在組合屋裡，徐明德別無選擇！

去年八月六日甫上任的＜九二一震災災後重建推動委員會＞執行長郭瑤琪，便雷厲風行地施行“限期拆屋”政策，通令各鄉鎮市公所對組合屋住戶，要求期限之內搬離，否則就對不遷離的受災戶採取斷水斷電的措施！東勢鎮公所便強迫災民簽下切結書，以同意在限期內遷離！官方如此霸道的作為，其實只有一個簡單的政治目的，那就是拆除了組合屋，就意謂著“消滅”了災民，而“消滅”了災民，就能“消滅”了官方災後重建無能與刻意不為的“証據”！此即「消滅災民，粉飾太平」也！

為了捍衛做為一個“國家主人”最基本的生存權與居住權，災民從絕望中，憤然群起陳情、抗爭，終於引起了社會大眾的同情，與媒體輿論的撻伐，官方眼看威逼暴力的手段難以得逞，遂改以“利誘”的策略先將災民“騙出”組合屋後，再拆除組合屋！

去年十月初，由官方編列預算所成立的東勢鎮＜九二一生活重建工作站＞的社工人員展開了“利誘”的遊說工作，希望東勢鎮【馨園一村】及【互助展望村】的災民台中市榮總醫院附近【理想國社區】租房子，只要災民願意，以一般市價的三到五折優待之，而且，還不惜租了一輛公車，把災民帶去參觀。這麼“好康”的事情，當然引來滿滿一輛公車的災民，徐明德當然不會錯失脫離組合屋這個“鬼地方”的良機！

在公車上，徐明德掩不住內心的歡喜與憧憬，和坐在一旁的鄰居暢言未來美好的生活，豈知，才下公車，一大半的人臉就綠了！原來所謂的【理想國社區】的鄰居就是在火葬場！無怪乎租金是一般市價的三到五折？雖然，社工人員使出房屋仲介經紀人的“三寸不爛之舌”，但是，大多數的災民卻默然無語。有幾個心直口快的人，在私底下竊竊私語：

這些房子格局很不好，大多沒有人住，附近又是火葬場，人氣不旺，陰氣過盛，住起來毛毛的！

有個獨居老人則說：

我一個人住在這邊，要是死了也沒人知道，死了也沒人埋葬，那多可憐啊！

似乎新聞報導中，獨居老人死亡多時卻無人聞問的情景已浮上他的腦海裡！

面對社工人員的“熱情”探詢，徐明德委實不忍潑冷水，在幾經思量後，終於鼓起勇氣“委婉”地回答：

劉小姐，說句真心話，這理想國的房子設計的很好，雖然位於火葬場附近有點可惜，但是很房屋很堅固不怕地震，光是這一點就令人很安心，我個人是很喜歡，不過我有些難處．．．．，

社工人員看他欲言又止的樣子，連忙打氣說：

不用擔心，把你的困難說出來，我們一起來想辦法，我一定會盡全力幫你的忙！那有什麼事是不能決解的呢？是不是？

拗不過劉小姐的“催詢”與“誠意”，徐明德不顧一切的說出了內心真實的想法：

劉小姐你也知道，不是我不想工作，依我這把年紀，就算是個正常人，也找不到工作，何況我是個身心障礙者呢？沒有工作，還要養小孩，我現在除了每個月三千元的殘障津貼外，別無收入。雖然這邊房租很便宜，但對我而言，還是一筆不小的負擔，繳完房租後，就什麼都沒有了，那往後三餐怎麼辦呢？除此之外，要是臨時缺現金，我住在組合屋的話，還可以就近跟親戚朋友借個錢週轉一下，如果搬到這邊住的話，左鄰右舍也沒個認識的人，難保叫天天不應，叫地地不靈呢！組合屋雖然很難住，對我的身體健康也是很大的妨礙，但同是地震受災戶，大家住在一起二年下來，對我也有頗多照顧，偶而臨時出門，兒子還可以託給鄰居幫忙照顧，如果搬到這邊住，他就要變成“鑰匙兒童”，令人放心不下啊！

說出了真心話卻換來社工人員的“晚娘”面孔，劉小姐悻悻然說：

也許這邊的房屋不適合你目前的處境！

之後，社工人員的“偽善”表情就再也沒有恢復了！回程的路上，災民議論紛紛地指責政府，早不做安置措施，到了要拆組合屋，才隨隨便便拿賣不出去的爛房子來租給災民，欺騙災民！

徐明德未參與議論，一個人靜靜地坐在靠窗的位子，把臉朝向窗外，因為，他怕．．，怕被別人看到他臉上的淚水，內心的淌血！多想給可鄰的孩子好一點的生活環境啊！地震後，住在帳棚那麼多天，不見聞問，好不容易才能住進組合屋，如今政府又要趕人了！若不是身體殘障，又何須受這種鳥氣？在淚水和淌血中，混雜著對自己無能的慚愧，與對政府不義的悲憤！

　　過了兩天，社工人員就要求徐明德簽下遷離組合屋的切結書，期限是十月月二十四日！終於“利誘”不成，以回到以前威逼的手段了！在非自願的情況下，徐明德簽了“人權死亡書”！社工人員馬上又丟出最後一次的“利誘”：

我知道你有經濟上的困難，所以只要你願意，我可以幫你申請一筆五萬元的急難救助。

徐明德有點心動，轉念間又想到了幾次租房子的慘痛經驗，仍未開口。社工人員看出他的心思，就更大膽的說：

房子的事我來幫你找好了！

徐明德馬上回應：

其實全東勢鎮的人都知道，政府要在二十四日拆組合屋，全鎮的租賃價格都漲了三到五成，之前的價格對我而言就太高了，更何況是漲價後的價格呢？五萬元恐怕只夠付四、五個月，到時候還是會被房東趕出門！

社工人員：

不用怕，我以生活重建工作站的名譽幫你找個便宜的房子吧！至於以後的部分，我幫你找份工作，讓你可以生活無虞。至於工作嗎？不知到你有何專長或特殊要求呢？

徐明德感動的說不出話來，從來沒有人對他這麼“好”這麼“用心”：

我也沒有什麼特殊要求，只有三點；一是錢不能太少，因為怕房租太高我會負擔不起，不是真的要很多啦！二是事不能太多，因為我沒有汗腺，所以事多的話我身體會受不了。三是不能離家太遠，方便照料我的孩子。

社工人員：

好吧！不用擔心，天無絕人之路，我來幫你想辦法。

一星期後，社工人員打電話來說，房子和工作都有著落了，房租只要五千元，押金由＜生活重建工作站＞做保就免付。天上掉下來這麼好的禮物，徐明德當然不會放過，掛上電話後，馬上到親友那邊週轉現金，當天下午就和社工人員到房東家簽約。簽約時房東強調，若非＜生活重建工作站＞出面，才不會把房子以這優惠條件租給徐明德，要他“自愛”一點，別丟了＜生活重建工作站＞的“面子”！尊嚴的受損仍掩蓋不住徐明德內心的喜悅！

社工人員找到的工作是在朴子口鏍帽工廠，屬於臨時工，鎖一個鏍帽二毛錢。工作有著落固然高興，但徐明德離開職場已久，沒有自信，內心是既期待又怕受傷害。社工人員擔心徐明德又“退回”組合屋，便硬著頭皮“鼓勵”：

我也不知道你能不能適應這份工作，要不然，我明天就和你一起做好不好？

這句“鼓勵”終於促使徐明德勇敢地踏出第一步！

當晚，徐明德興奮地睡不著覺，樂觀地認為從今起，又可以自立更生了！隔天就起個大早，為了給老板一個好印象，好好地打理自己，不斷給自己打氣，一定要好好努力，讓自己的人生重新出發！

早上八點五十分到了工場後，在老板介紹了如何操作後，就馬上開始幹活，徐明德和社工人員一起賣命打拼，可是，徐明德卻一直都不太能進入狀況，整個早上才作了三百多個！中午吃飯時，徐明德和社工人員兩人默默無語，最後，徐明德既“鼓勵”自己也“安慰”社工人員地打破沉默：

才剛開始嘛！總是不順手，慢慢的就會更好，下午再努力一下吧！

然而，賣命打拼卻抵抗不住現實的殘酷！到下班時，兩人總共做了近一千個，合計約賺二百元，扣除了來回車資和誤餐費，不僅一整天的勞動全無報酬，而且，還倒賠！看到社工人員一臉挫敗，徐明德也不好再說些什麼！所有的痛苦滋味只能任由它在中心啃噬！

就在絕望谷底中，能過一天是一天的徐明德，突然接到社工人員的來電，說組合屋可以續住了！要他去把已租下的房子退了！當然，之前的急難救助也就沒了！突然的“變天”，讓徐明德還在恍惚中，不知所措！　

原來，是在去年雙十國慶日的前一晚１０月９日，組合屋災民北上總統府以抗議政府要將受災戶從組合屋驅趕出去，並意圖到全台灣最豪華、最高檔、最寬敞的公家宿舍－總統官邸前夜宿，來突顯出「“國家主人”睡街頭，“人民公僕”住豪宅」的荒謬，這才引起媒體的大肆報導，和在野黨立委的猛烈抨擊，終於通過修法，保障了災民在組合屋的居住權。

在那之後，社工人員竟“消失”了，既不再幫他申請急難救助，也不再幫他找工作、找房子，好像徐明德的問題都解決了！？猛地，徐明德醒悟了，先前社工人員的“好”、“用心”、“誠意”等等，都只是為了把他“騙出”組合屋，以便政府能順利執行拆除組合屋，達成「消滅災民，粉飾太平」的目的而已！
