反戰網中游——摸索社會運動的全球化

小布希用兵伊拉克，主要由網際網路（互聯網，Internet）發揮作用，加上傳統媒體為輔，真可說是一夕之間令和平運動升級，造就了人類有史以來規模最大的社會運動。在這次的反戰運動中台灣社會總算沒有缺席，參加反戰運動的人數一次比一次增加。

至少，可以區分出政府干心扮演美國的庸屬國，應付國際事務能力卻不足，視野淺短，以致於醜態百出。由最近外交部與政治高層的種種表現來看，可謂尊嚴扭曲，自我空間喪失。誠如陳光興的分析，親美（反共）就是所謂的台灣主體性的一部份，自我殖民真何其難堪。若在反戰運動的聲浪下，假如社會運動能進一步突破，也不是沒有可能在社會自覺的力量下重創國家的政治正當性與合法性。社會有這樣的反思（反身）能力，政府不就淪為既一個不受知識份子尊敬，又失去人民認同的純粹權力機器了？

當全球網上的反戰活動已經遍地烽火的時候，以台灣為基地的蜂報(cyberbees.org)、破報（pots.com.tw）、小板凳、同志新聞通訊社、反美侵伊通訊、保釣、工運…等等團體的電腦空間(cyberspaces)，也都成為影音聲光文字與電子郵件共同構成的電子廣場。虛擬的網絡是必爭之地！

這次全球同步，迅速回應反戰運動，可說是台灣社會在摸索回應全球化的一小步。對社會運動言，網際網路（互聯網，Internet）確實是溝通傳播通訊的工具，但是，新的社會與政治的遊戲規則的轉變，又回過頭來改變了社會運動與政治作用者的目標與形式。它將考驗我們原先的認同是否切合現實，經的起全球化的歷練。網際網路（互聯網，Internet）是網絡化組織形式的物質基礎與設備架構，成為新的社會變動的電子版金光大道。我們用曼威‧柯司特(Manuel Castells)舉出的三點理由做為我們在台灣的實踐參考：

一、當前社會運動的動員基本上圍繞著文化價值，這是改變政治制度與社會實踐中意義的符碼，也是新歷史脈絡下社會變動過程中的根本抗爭。在全球化壓力下，溝通傳播通訊的價值與圍繞意義的動員越來越顯得根本。文化運動以溝通傳播通訊系統為中心，基本上就是網際網路（互聯網，Internet）與媒體，捍衛特定的生活方式。無情而陌生的全球流動力量下，認同的力量激起了地方的抵抗值得分析。海珊與賓拉登之間的宗教認同對立是人盡皆知的。美軍出兵伊拉克，最荒誕的莫過於將其聯繫上反恐怖主義。恐怖主義份子造成的911事件是典型廿一世紀的恐怖活動，不但與伊拉克很難連上關係，而且與民族國家間的戰爭沒有什麼關係。民族國家間為了主權問題發生爭執而宣戰是典型廿世紀的戰爭。然而，恐怖活動卻沒有領土意義的衝突，沒有反侵略、反殖民的意義，沒有維護民族國家的意義，也與革命、解放等改變社會結構的軍事行動無關。再加上，破壞了國際政治的多邊協議規則，所以，全球政治的美國獨霸形勢與極端的保守主義派整套策略指導下，小布希的先發制人氣焰，即使“斬首”對像是不盡得人好感的海珊政權，也使得戰爭本身完全失去了正當性。這使得美伊之戰，美國的軍事力量達到了高峰，但卻是美國霸權淪喪的起點。到底誰是流氓？問題還真弔詭。對台灣的角色言，干於做黑幫小弟，遲早得付出愚蠢的代價。總之，不用鮮血換石油，反戰運動所訴求的和平價值是能夠迅速動員的根本議題。

二、網絡社會的社會運動填補了工業化社會遺留的垂直整合組織的危機。當前，群眾性政黨多是空殼，已淪為選舉機器，大型工會也多模仿國家與大型企業的理性官僚性格。這並不是說，人們不需要組織與動員來保衛自身的利益，肯定自己的價值，但是，鬆散的聯盟，半自發性的動員，針對特殊目標的運動，參與者橫跨階級的、族群的、性別的、性傾向的、宗教的…不同弱勢團體，替代了我們習慣了的、永久的、結構化的、形式化組織。訴諸情感的動員，為媒體事件所催動，或為重大的危機所觸發（表面上與台灣無關的戰爭，在全球化時代一旦引發東北亞的預防性戰爭，立即就會變成我們日常生活的重大危機），成為社會變動的更重要源頭，而不是非政府組織(NGOs)案牘勞形的日常行政業務（這不正是當前台灣初生的不少非政府組織工作人員無法明言的苦楚嗎）。網際網路（互聯網，Internet）變成表現與組織這類宣言的基本媒介。有能力回應公共意見，在網上辯論，進而有能力影響制度與組織、企業，因此，當前的社會運動是要能震撼心靈的運動，而不在於奪取國家的權力。這次的反戰運動已經充分發揮了網際網路（互聯網，Internet）的水平靈活特徵，穿透了過去傳統媒體的壟斷與思想封鎖（美國包括在內）。遙遠的戰爭會逼近生活，隨著戰爭傷亡殘酷真相的報導，低階參戰士兵的哀嚎與高科技武器恐怖破壞的可怕影像也將越過國族國家的邊界，震撼心靈。到時候，在真實的大馬路與城市廣場上集結的反戰者人數將更為擴大，於是，軍火商與新武器實驗的勾當才會受到挑戰，而那時，戰爭機器發動者的下台壓力也就可以想像了。

三、因為權力越來越在全球網絡中運作，繞過國族國家的制度，這次的反戰運動聲勢就透露出，社會運動的全球化(the globalization of social movements)，甚至比對對抗全球化還要重要。全球競爭的空間浮現。當前最有影響力的社會動員是既能根植在地方的脈絡裡，又能以造成全球衝擊為己任者。社會運動要有成，必須仰賴地方團體支持的正當性，但是卻不能停留在地方，否則，便不能回應已將觸角擴及全世界的權力真實來源。與廿餘年前的警句剛相反，今天，社會運動必須“在地思考，全球行動”。網絡往往來自地方社會的抵抗，針對對抗全球網絡中的支配性權力，由下而上地重建整個世界。恭逢其勝，反戰運動，正因為小布希的蠻橫與短視而造就為最佳的社會運動的全球化典範。

網際網路（互聯網，Internet）確是利器，社會運動也藉此轉變了網絡。它已經由組織企業的工具與傳播媒介，轉變為社會轉化的槓桿了。讓我們好好地運用它，發揮虛擬空間，召喚真實、改變真實的龐大潛力！讓我們“蜂起”，質問誰是盜蜜人？請上網吧！http://cyberbees.org
