活在被政府「討債」恐懼中的…柯太太

開麵攤維生的柯太太，到目前，已經中斷繳納健保費長達三年多…

三年多前，丈夫的生意受到經濟不景氣波及，不但關掉了畢生心血的工廠，還賣掉辛苦積蓄所購買的房子，更積欠了龐大的負債。

在經濟不景氣的鄉下，要中年轉業，就等於中年失業！即使，有著一身好手藝的柯先生，卻始終找不到機會一展長才，只能靠著打零工渡日。

為了養家活口，柯太太跟朋友合開了一家小麵攤，由於價格低廉、烹調細心，每月勉強增添七八千塊的收入。雖然不多，但還可以用來支付水電瓦斯等的生活必需開銷。然而，面對之前積欠的龐大債務，以及寶貝女兒日益增加的學雜費，柯太太被迫要極盡勤儉持家之能事，而且已到了錙銖必較的境界！

就連抽油煙機壞了，也不敢花錢購買，請朋友幫忙從垃圾堆中，撿回了一個滿佈油漬的抽油煙機！談及此，筆者才知道，煽情的電視八點檔苦情劇並不是虛構的，而就發生在筆者眼前受訪者身上！剎那間，筆者的頭皮一陣發麻．．．．．

為了避免嚇走麵攤顧客，柯太太也足足花了一個星期時間，一塊一塊地，慢慢清洗，堅韌地與這些陳年油垢對抗！筆者可以想像，在「貧苦」的壓迫下，柯太太家中還有多少東西是“資源回收”！或許，政府要實施最有效的“資源回收”政策就是，逼使人民窮困？

對柯太太而言，自己不能享有「全民健康保險」的照顧無所謂，但是，最不忍心的是，還要拖累才國一的女兒。一家三口三年多來，累積了七萬多元的健保欠費、罰金與利息，柯太太苦笑著說，被扣押健保卡也就罷了，竟然還要繳交罰金和利息，這是什麼樣的政府？

筆者很想答腔：是強盜政府！據說，欠費利息高達欠費本金的３分之一！所以，筆者還要加上一句註腳：超級高利貸政府！

雖然，這筆七萬多的“負債”比起因生意失敗所欠下的債務來說，還只是零頭而已，現在全家生活都十分困苦了，如果，政府真要追討，那麼，可能還沒病死之前，就得先餓死？

有人說，貧窮不是罪惡，然而，殘酷的現實與強盜的政府卻告訴我們這樣一條“真理”，貧窮不僅是罪惡，而且，罪無可赦！處罰是兩選一：餓死或是病死！

我認為活在這種強盜體制下的政府只能自求多福，因為貧富差距會越來越大，弱勢族群不僅更弱勢也更可悲。
