有專業要求，也要有人權！

無限上綱的專業苛責，比ＳＡＲＳ可怕……

□編按：在ＳＡＲＳ的惶恐與爭議籠罩在台灣社會之際，來自於醫療基層的一封投稿，提供了＜蜂報＞讀者另一種視角。

和平醫院爆發ＳＡＲＳ風波，讓衛生單位防疫“破功”，弄得人心惶惶，也讓官員急得像熱鍋上的螞蟻，一時找不出有效隔離病患、疑似感染者與曾接觸過的可能人員，進行不同的隔離治療，以拿出有效的對策。只好做出最極端的防疫措施，將所有到過和平醫院的人員與病患全部強制隔離。

然而，為避免對於人民的約束而產生的反彈，所以又提出彈性處理原則，4月24日晚間即讓43名家屬有條件離開，但是，這樣的條件為何不能用在醫護人員及員工身上？難道有了專業與公務員身分就不能保有人權？首長如今又揚言要處罰，工作權操之政府手裡，不聽也不行，彷彿和平醫院本身是傳染源，這種治絲益棻的做法，造成所有人員更人心惶惶，恐懼不安，遠比ＳＡＲＳ更可怕！

防疫問題出在哪？就我的觀察，醫院診斷能力與隔離設備是關鍵。近日引起恐慌的個案，都是在被發現時，已錯失了第一發現疑似個案即應要求隔離治療的階段。只有＜衛生署疾病管制局＞與醫院專業醫生才具有診斷權，＜衛生署＞要能拿出讓中央到基層的醫療單位都能診斷掌握症狀的政策，才是防疫的基本前提。

例如，日前發生耕莘護專學生兩度救醫都被當作是感冒，延誤隔離治療時間，我們校護在照護學生立場也願意陪同到底，基層護理人員並非不願意付出專業，然而，只要求我們跟病患站在一起，卻不給予專業醫療條件，那麼，隔離就等於拘禁！請政府把救美國外交官之子包機來台大治療，與總統讚揚的台大檢疫技術與設備，予以迅速推行遍及各基層醫院，全面提昇基層防疫能力，才是解決問題的根本之道。

站在第一線護理人員都有使命感要照護病患，然而，政府的防疫政策卻只將和平醫院醫護人員與病患“隔離”在一起，並未給予他們更多的條件與更充分的支援，迫使和平醫院醫護人員、病患與家屬心生不平，甚而反彈！醫護人員生病也需要看病，也應享有基本人權，而不該受到無線上綱式的專業苛責，懇請大家多給他（或她）們鼓勵，基層醫護人員由於在第一線照護病患，被感染的機率很高，必須面臨巨大的工作傷害風險，所以，除了提供應有的專業醫療條件與尊重外，更要保障其工作傷害的補償。
