死了一個原住民臨時工

□編按：4月28日是國際工殤節，從今日起，＜蜂報＞將增闢＜英雄木棉花＞之新版，將定期於每星期一與星期四，分別刊出兩則台灣工殤者（因職業災害而致死者）的真實個案故事，以紀念台灣的工殤英雄，並引發台灣社會對工作傷害的省思、重視與預防。


史文秀 （1964－1998）
氣象局臨時工，死因是山路上車禍致死。
史亞山，生於1967年，氣象局臨時工，胸部嚴重挫傷、右腳骨折。

史文秀和史亞山是堂兄弟，他們原本都是山的孩子。

一如大部分的布農族青年，他們都在國中畢業後，就為了要增加家庭收入，離鄉到台北都會，從事營造工程謀生。幾年後，復因為經濟不景氣，又有廉價外勞的競爭，他們紛紛失業回到部落，娶妻生子，以務農和狩獵維生。然而，這樣的收入實在無法維持基本生活所需，所以文秀和阿山經常要兼打零工，擔任高地工程的臨時雇員。

87年4月間，承接氣象局玉山北峰氣象站維修工程的包商「鑫閃企業」到東埔募集臨時工，文秀和阿山的主要工作是在塔塔加將太陽能電瓶搬上直昇機，再由他人運往玉山北峰的氣象站。

事發當天，由於天候轉趨惡劣，直昇機無法作業，文秀他們二點多就提前結束工作了。在駕車回家的路上，由於天候不佳、視線不良，加上工作疲憊，導致車子跌落山溝，文秀傷重身亡，阿山胸部嚴重挫傷、右腳腳踝粉碎。

事發後，氣象局和「鑫閃企業」只結清工資，並沒有任何職災補償和慰問。而「鑫閃企業」當初答應要投保意外險，卻是一場騙局。文秀的妻子伍淑娟頓失經濟支柱，在傷痛之餘，還要獨力撫養兩個年幼的孩子。而從頭到尾，氣象局乃以第三者自居，死了一個原住民臨時工，並無人聞問．．．．

「我覺得很生氣，氣象局長期找我們做工，卻完全不管我們的死活。這些山上的工程都要靠我們原住民，一旦我們受傷了，政府卻不肯負責！」阿山激動地說。他們原本是山的孩子，卻將生命葬送在山裡。淑娟誠摯地呼籲，希望以後原住民的工傷（或工殤）不要再受到社會的漠視。
