現階段推動「核四公投」絕對合乎正義

針對一些先進對「核四公投」第三次千里苦行，以要求扁政府在2004年總統大選前嚴守「誠信」而兌現舉辦「核四公投」承諾提出質疑，在此筆者提出個人長期參與「核四公投」與反核運動的認知及推動經驗，解釋為何現階段仍然值得推動「核四公投」運動，希望博得共識以達成用「公投」手段來「廢核四」目的，以及提昇國人參與公共事務及關懷環境的理想與目標。

興建核四絕對不只是「貢寮人」的事，理由很簡單，因為興建核四可能導致類似「車諾堡」核災，可能對台灣造成毀滅性危險。值此「車諾堡」核災17週年與「車諾堡」核災翻版的ＳＡＲＳ疫情翻騰之際，更需要讓全民知道目前核四興建之種種弊端。

＜核四公民投票促進會＞主張－核四公投人民作主，即主張重大公共政策由人民共同決定，這是基本的公民權利；而參與決定公共政策，是一項重要的公民責任。主張攸關台灣毀滅性危險的核四廠興建應交付「公投」決定；尤其是行政院與立法院有爭議時，舉辦「核四公投」也是化解核四興建糾紛最沒有爭議的方式。

推動「核四公投」運動，更有機會申張環境正義以及遏止原住民保護區及弱勢居住環境被開採核燃料及被核廢料入侵。尤其，台灣環境教育仍未普遍落實紮根，民眾仍對核四、核電、核災、核廢料“霧煞煞”之際，筆者相信任何激烈極端的反核抗爭方式都極容易被抹黑誤導。所以「核四公投」的和平非武力行動，絕對是現今解決核四興建糾紛值得採行的對策。當台灣環保或社會運動日漸式微之際，如果，還有比「核四公投」非武力行動更好的手段以達到「廢核四」目的，筆者也非常願意試試，不過至今仍看不到更有力的決策或領導。

筆者多年來從事環保教育紮根工作，由推動經驗中，深深感受台灣普遍“環保民智未開”，尤其政府經濟掛帥下，廢核四極容易受到扭曲與誤導。因此，當阿扁上任廢核四失敗，除歸咎於手法粗糙，人民對核四無知亦是容易被誤導的主因。因此，推動「核四公投」不僅只著眼在「反核」層次；還可以喚醒台灣人民關心公共事務，並建立公民投票制度，讓政治人物知道人民才是真正的國家主人！在現階段推動「核四公投」更是表達人民有監督政治人物施政之責，提醒阿扁總統不可以信口開河，應兌現在2001年公開表示要舉辦「核四公投」的承諾。
「核四」案只是台灣林林總總環境破壞與政治迫害的代表，如果台灣人一直無法學習關心公共事務，台灣人一直心存自私，只要污染不在我家後院，那台灣人就難以擺脫任何類似「核四」的大大小小政治迫害或環境破壞。
