台灣政府還要當「卒仔」到何時？

外交部遺憾美國仍將我列為三Ｏ一優先觀察名單
美國＜貿易代表署＞五月一號公佈特別三Ｏ一條款裁定內容，由於美方認為台灣還是最大的“仿冒”光碟來源之一，繼續將我國列在優先觀察名單，外交部對美方的決定表示遺憾，但也表示將會持續加強與美方溝通（繆宇綸報導）

＜美國在台協會＞發布新聞稿表示，台灣宣布二ＯＯ二年為「智慧財產權行動年」後，今年進一步採取修正＜著作權法＞等較具體的作為，加強智慧財產權保護；不過，美方認為並沒有產生效果，仿冒的程度仍舊高到「無法接受」的地步，美方認為台灣是世界最大盜版光碟來源之一，團體使用者的剽竊與商標仿冒情況也十分嚴重，政府的搜查由於缺乏專門技術與不良的跨部會協調而受阻，無法及時或有力地遏阻侵權行為，美國政府對此表示「嚴重關切」！

而對於美方的決定，外交部也在稍後表示「遺憾」！

外交部表示，我政府一向致力於保護智慧財產權，行政院已經將著作權法草案送到立法院審議；根據統計，今年第一季，警察機關已查獲侵權案件一千三百多件，嫌犯一千七百多人，總值十八億元，充分顯示我國打擊侵權犯罪之決心。我國雖然對美方持續將我列入特別三Ｏ一優先觀察名單感到遺憾，但基於雙方共同利益，還是會持續加強保護智慧財產權措施，並且和美方持續溝通，促請美方正視我方的努力及成果。

＜蜂報＞評論：
1．讀者應有印象，如果中共對台灣像上述報導這般壓霸、蠻橫，政府高層與民進黨、台聯黨立法委員早就「嗆」回去，而且，還會發動群眾走上街頭抗爭，為何對美國卻鴨雀無聲？甚至，極其卑躬曲膝地頻說「遺憾」而已？台灣的「國家主權尊嚴」到那裡去了？勇敢的「台灣人精神」莫非過時了？

2．一個區區而非正式官方單位的＜美國在台協會＞，其行政層級比駐外的領事館還低好幾倍，就能對台灣政府發佈新聞稿，並且，還表達出把台灣政府當“細漢”教訓的傲慢，而台灣方面竟是＜外交部＞出面回應？台灣政府的「忍功」真是忍到天人合一的化境了？究竟，台灣政府要當「卒仔」到何時？

3．到目前為止，所有被美國列入301名單的國家，都是尋求ＷＴＯ爭端仲裁機制來解決，沒有任何一個國家得到美國貿易報復，更沒有任何一個國家像台灣這樣任由美國“軟土深掘”，台灣早已加入ＷＴＯ了，我們不禁要問，別國的腰桿子能硬起來，為何獨獨台灣罹患了「對美國軟骨症」？

4．外交部回應表示：
「但基於雙方共同利益，還是會持續加強保護智慧財產權措施，並且和美方持續溝通，促請美方正視我方的努力及成果！」

我們非常納悶，日前「著作權法修正案」已搞到「全民入罪，台灣奇蹟」的地步，反彈聲浪從未稍歇，也不見任何利益團體公開表態支持「著作權法修正案」的新聞報導，那我們就不懂，＜外交部＞的「但基於雙方共同利益」係指何意？我方利益到底何在？這可得請有關當局說清楚講明白？

5．泛藍陣營在美國侵略伊拉克戰爭期間，還偶有幾位稍具骨氣的立委批評台灣政府緊抱美國大腿，怎麼在攸關台灣人民自身權益的重大問題上，卻和執政當局一樣當起沈默的「卒仔」？看來，在美國留學受過整套美國帝國主義「殖民」思想洗腦的連、宋兩人，也不會比阿扁「帶種」吧！
