別讓ＳＡＲＳ恐慌吞沒正義！

當社會陷入人人自危的集體恐慌時，也正是公理正義與事實真相最容易遭到扭曲之際！

猶記得，台灣因和平醫院封院而爆發ＳＡＲＳ全民恐慌效應，媒體報導一則令人「痛心」的消息，4月27日雲林縣元長鄉農民阻擋來自和平醫院醫療廢棄物運入「日友廢棄物公司」的處理廠。在全民抗疫的道德大帽子下，媒體輿論齊聲嚴厲討伐元長鄉農民的自私舉措！

5月5日，某ＢＢＳ站刊出一篇「ＳＡＲＳ與小農民的抗爭」的文章中，揭露這則新聞事件的另一面，元長鄉農民並非自私，而是「日友廢棄物公司」的長期污染逼得非挺身抗爭不可！

元長鄉位於北港鎮北方，居於四湖與土庫之間。農作特產是稻米、花生、蒜頭、番薯，稻米產量占全國約5﹪，花生產量占全國1／5，蒜頭產量佔1／10，故而可謂之農業重鎮。

一方面，元長鄉距離水庫過於遙遠，另一方面，水庫主要供應王永慶的麥寮工業區每日需求，在政府對水資源分配嚴重不均的壓迫下，農民的民生用水與農業生產的灌溉用水皆被迫仰賴地下水源，這不單是元長鄉，整個雲林縣的大半地區皆是如此。

然而，元長鄉的自來水廠距離「日友廢棄物公司」的處理廠僅有一百公尺，元長鄉農民賴以維生的地下水源就在處理廠的下方！初始，無人知悉這家處理廠做何營業，消息遭到封鎖，純樸古意的農民以為只是一家「普通」工廠，但是，異常的情況卻不斷發生到惡化，農民從揣測猜疑到人心惶惶！

「ＳＡＲＳ與小農民的抗爭」一文指出：
「在日友處理廠運作的這幾年裡，元長鄉內有許多人相繼得到癌症，並且有不少人已離開人世！日友處理廠與癌症的盛行，這兩者之間雖然沒有直接證據證明其關係，卻已經使得鄉民個個人心惶惶！在發現日有處理廠所處理的“垃圾”不是一般廢棄物之後，元長鄉的「ＲＯ逆滲透純水處理機」大賣！家家戶戶幾乎都裝設有一台以上的濾水器
！為的是什麼？就是為了生存！就是為了乾淨的水！就是為了日友處理廠！」

「元長鄉內有許多人相繼得到癌症」勾起筆者的相似記憶，多年前位於桃園的ＲＣＡ公司，因污染劇毒而造成數百名員工罹患癌症，至今仍未獲賠償，正義並非遲到，而是缺席！

更讓農民感到奇怪且恐懼的是，這「日友」處理廠圍牆周圍１０公尺的稻子高度都矮一大截，而且，周圍10公尺的地方充斥著難以忍受的惡臭，是那種混雜刺鼻的化學氣味，幾近毒氣的惡臭！

「在這種每個月都有惡耗傳出的環境裡，許多人相繼離開生長已久的故鄉！」

上述這句話，是「ＳＡＲＳ與小農民的抗爭」一文作者的悲絕怒吼！留下苦守土地的農民們，卻一直不斷看到威脅生命的證據－處理廠周圍稻田中散落著帶針的針筒、破碎點滴瓶等醫療廢棄物，口蹄疫盛行的那時期，流著噁心汁液的農用卡車，載著整車死豬運進處理廠！

筆者不竟要問，雲林縣政府的環境保護局在那裡？行政院的環境保護署在何處？雲林縣的縣議員與立法委員又在幹什麼呢？這已不是「普遍」的污染，這是形同草菅人命的公害ＳＡＲＳ！

可是，這家「日友廢棄物處理公司」卻是全台灣最大規模的醫療廢棄物處理廠，而且，還擁有2項ＩＳＯ認證，據說，這也是環境保護署署長郝龍斌指定它處理和平醫院醫療廢棄物的原因。

為了混淆社會視聽，為了收買安撫地方的假反對勢力，就像所有公害污染廠商的一貫技倆，偽善的「日友」也宣稱其「睦鄰基金」如何回饋地方，與協助921賑災，但遭到了反駁：

「這都是虛報的！元長鄉在921的災害屈指可數，並且大多是居民自己承擔，從沒聽說過有任何經濟補助或實質協助！」

早在4月27日的抗爭行動之前，農民們就已多次激烈地抗爭過，但是媒體卻未予以應有的報導，而卻在ＳＡＲＳ的強大背景下，讓這場抗爭行動顯著曝光，並惹來了嚴重的污名！這雖非媒體與「日友」的共謀，卻造成農民們的二度受害，第一度是身體與財產的受害，第二度是精神與名譽的受害！而「日友」卻搖身一變為站在道德正當性的一方！

經此事件，台灣的媒體應深自反省，別讓「全民防疫」的大旗遮蔽了事實真相，更別讓ＳＡＲＳ的集體恐慌吞沒了社會正義！
