■太魯閣國家公園布洛灣山月渡假村委外案協調會現場紀實
五月四日，立委高金素梅在太魯閣國家公園召開協調會，為布洛灣山月渡假村即將委託經營乙案協調太管處與在地原住民族團體、環保生態團體，期望能尋求一個既能落實「與原住民族共管」的政策方向又能符合「環保生態」訴求的方案。協調會的過程不斷演出「與政策方向脫節的僵硬行政」對抗「基層民意與學者專家」，太管處仍以「依法行政」頑抗原住民族「當家做主」的訴求……

（一）
部落工作隊執行長張俊傑：
「根據布洛灣「山月小屋」OT的作業，我們有一些看法和意見。根據現有的招標辦法，我們認為它不符合現在正在修正的國家公園法的精神：（行政院版本）第11條：「國家公園事業的經營應該『得』優先輔導當地原住民團體投資經營。」我們甚至認為應該把『得』改為『應』。....今天的協調會，來的有一些環保團體和部落團體，委員希望促成在地團體和泰管處之間的對話。.....」

立法委員高金素梅：
「這次在修國家公園法，我們把「與原住民族共管」的精神放在裡面，但是，如何落實？我們希望處長和國家公園組能夠給部落的代表一些意見。我們希望你們也能傾聽一下部落的意見。........」

（二）
營建署國家公園組長：
「....我們希望這個地區經營管理的品質一定要照顧得很好。我們希望透過公開招標的方式來徵選適當的廠商。.....在合約裡面我們有特別提到：得標的廠商能夠提供原住民就業機會。....」

張俊傑：
「組長，你沒有回答到重點：....我們今天之所以會來，主要是說有沒有可能依據相關的法令，修改成符合現在國家公園法的精神，而並不是說未來的經營者要釋出多少工作機會給原住民.....」

高金素梅：
「我必須要回答一句：什麼叫做「高品質？」如果高品質是材料用的是好的，或者只是把原住民文化消費性的賣給觀光客的話，這不叫高品質？......這個地方的經營權應該要讓當地的住民來取得，有了經營權之後才會真正的有原住民的靈魂存在，也許第一年第二年我們不是做得很好，但是你要給我們機會，在這個機會中，我們慢慢的培植，這樣才會有我們的未來！......」

「如果我們能透過這樣的協調方式，真正的第一個共管的機構由太魯閣國家公園委外的經營方式讓住民來參與，......」

（三）
紀俊傑（東華大學教授）：
「最重要的在於「行政單位」和「原住民共管」這兩個之間，有什麼方式可以達成比較和諧一致？.....或許我提供另一種想法：有沒有可能是另外一種合作經營的方式？....」

毛榮富（慈濟大學傳播學系助理教授）：
「所謂共管的精神，兩位還是一直強調就業的.服務的...老實講，這完全是錯誤的。完全不符合現在推動的精神。公務人員應該去想，如果有這樣的精神，我們應該如何去做？.....」

鍾寶珠（花蓮環保聯盟會長）：
「..為什麼不能把這個地方當作是未來成為國家公園跟原住民互動一個非常好的基地，成為一個示範。尤其是目前馬告國家公園的問題，更是整個台灣原住民關心的焦點。這個地方如果能讓原住民成為管理經營的主體性，不是在評比的項目中有百分之十的比例來雇用原住民，那樣的精神是完全不同的。....」

田貴實（泰雅文面工作室）：
「我只有講一句話：紐西蘭以毛利人為榮，海南省以黎族為榮，我不曉得我們這邊，是不是以泰雅族德魯固為榮，我搞不清楚？....」

紐西蘭航空公司的標誌, 是毛利人的圖案
新加坡航空公司的小姐, 穿的是新加坡少數民族馬來人的服飾.
華航或許也可以考慮採取一些原住民色彩.
