2003-05-11 14:47:28ＳＡＲＳ與小農民的抗爭！□編按：這是從某一ＢＢＳ站所轉載的文章，作者未署名，只留下以下的電子郵件信箱－TELENT@kkcity.com.tw。
根據各媒體報導，他們的抗爭方法是，抵制鄉內的一間焚化爐處理ＳＡＲＳ的相關醫療廢棄物，那間廢棄物處理廠並非一般焚化爐，而是專門處理醫療廢棄物的「日友處理廠」！ 至於他們的抗議訴求呢？ 根據各媒體報導，是害怕ＳＡＲＳ，不願鄉民有感染ＳＡＲＳ的風險。這抗爭引起了全國性的批評：怎會有如此自私自利的民眾！怎會有如此愚昧的鄉民！ 有沒有人想過，原因果真只有如此？ 為何鄉民會比和平醫院的醫生護士還害怕ＳＡＲＳ？ 我說說他們真正抗爭的用意。 ＳＡＲＳ並不是主因，也不是全部的原因。真正的原因在於，日友處理廠的醫療廢棄物處理過程太過於草率！為何這樣說？ 因為，那間處理廠圍牆周圍10公尺的地方稻子都矮一大截！因為，那間處理廠圍牆周圍10公尺的地方都有難聞的惡臭，是那種幾近於毒氣的惡臭，混雜著濃厚化學氣味，那間處理廠周圍的環境污染就是一大問題！ 更大的問題是，元長鄉的自來水廠就在距離日友處理廠約100公尺的地方。在一般地區，這也許不是個問題，但是在元長鄉，這是個攸關生死的問題！元長鄉因為距離水庫過於遙遠，所以，一般以水庫為水源的自來水無法送達，而只能抽取地下水來當作日常民生用水。很多人不知道，全雲林縣有大半的地區，自來水都是來自地下水，而元長鄉所抽取當作日常民生用水的水源，就是在造成嚴重環境污染的日友處理廠正下方！ 這問題由來已久。在日友處理廠運作的這幾年裡，元長鄉內有許多人相繼得到癌症，並且有不少人已離開人世。日友處理廠與癌症的盛行，這兩者之間雖然沒有直接證據證明其關係，卻已經使得鄉民個個人心惶惶，在發現日有處理廠所處理的“垃圾”不是一般廢棄物之後，元長鄉的「ＲＯ逆滲透純水處理機」大賣，家家戶戶幾乎都裝設有一台以上的濾水器。為的是什麼？就是為了生存，就是為了乾淨的水，就是為了日友處理廠！ 在這種每個月都有惡耗傳出的環境裡，許多人相繼離開生長已久的故鄉！ 說說抗爭過程吧！ 那間處理廠是何時開始興建的？沒有人知道！農民們第一次抗爭的導火線，也就是第一次發現，這並非一間普通工廠的時候，他們看見工廠周圍稻田中散落著帶針的針筒、破碎點滴瓶等醫療廢棄物，並且頻頻聞到惡臭，所以，才引起鄉民注意。 在這之前，淳樸農民們沒有人知道這間“工廠”是做什麼用的，消息封鎖甚嚴！ 在當時，比這次抗爭更為激烈的行動是一波又一波！ 抗爭結果是，在那一個月裡，共在無線電視台的新聞裡出現過2次，一次大約是15秒，而且，還是用普通家用攝影機拍攝的畫面，這種程度的新聞當然不可能引起社會大眾關照，當然更不可能產生任何效果。 這次剛好藉著ＳＡＲＳ的流行，引起全國觀眾注意！不過可惜的是，他們還是沒有適時的透過強力的媒體讓全國觀眾知道： 目前，沒有確切的證據證明他們污染了附近土地，也沒有證據證明他們污染了地下水，這並不代表他們是無辜的！而是根本沒有相關單位確實去做實際的勘驗！ 工廠旁惡臭是怎麼一回事？工廠旁的稻子營養不良又是為何？這難道，還沒有理由去對環境作化驗嗎？為何那間工廠還是繼續營運，還是繼續污染大地？ 聽說，縣政府環保局的調查員來過一兩次，結果，都進去處理廠泡茶了！ 鄉民不懂得收集證據，不懂得現今社會下的法定程序，這是盲點！元長鄉內一個律師都沒有，很神奇吧！所以，他們根本不知道要如何保障自己的權益，要如何告訴社會大眾日友處理廠的缺失。可惜，在外地有不少鄉內土生土長的傑出醫生與傑出律師，只是他們從不回這鳥不生蛋的鬼地方。 鄉民們應該做的是，讓媒體大肆報導，並且藉著這次機會讓全國民眾知道： 以這次媒體頭條來引起有關單位的關注，並且爭取高層的嚴格環境篩檢，最終目的還是要保障鄉民的健康安全！並且與社會大眾共同度過ＳＡＲＳ的難關！ 最後，有些事情還是要讓大家知道： 一、日友處理廠的背景： 更可惡的是，他們操縱媒體的手段令人不恥！在網路上可以找到日友處理廠的相關新聞，他們宣稱有睦鄰基金，有921協助賑災，都是虛報的！元長鄉在九二一的災害屈指可數，並且，大多是居民自己承擔，從沒聽說過有任何經濟補助或實質協助！ 二、元長鄉是什麼地方？ 三、我家剛好住在自來水廠的反方向，距離處理廠300公尺的地方，那陣子我剛好在雲林讀高中，每天看著小時蔚藍的天空蒙上數層灰幕，每天早上呼吸著帶有化學氣味的空氣到公車站，每天看著那煙囪冒出濃厚的黑煙飄向大地，這難道是一般人心目中的鄉下田園環境嗎？ 由 發表於 May 11, 2003 02:47 PM | 引用迴響
