ＳＡＲＳ與職業災害

4月28日，是紀念因職業災害而致死勞工的國際工殤日，豈料，國際工殤日甫過不久，一場ＳＡＲＳ的奇襲，在缺乏專業防護措施的人禍性「職業災害」下，基層護理人員一名接一名地淪為“工殤者”！諷刺的是，她們被人禍謀殺的悲劇，竟換來掩蓋真相的「為國捐驅」謳歌與撫恤金，在九泉之下，陳靜秋護理長究竟是該感到光榮，還是死不瞑目……

在台灣，四十多年來，被職業災害奪取的亡魂高達五萬多，二十多萬人更因職業災害而終身殘廢。進入21世紀的當口，按台灣政府的保守統計，每年仍以超過兩架七四七班機墜機的死亡數累增！

工作傷害，一直是受雇勞動者用肉體身軀，向扭曲不義的經濟發展做出最慘痛的抗議。於是，1986年，加拿大政府遂將每年的4月28日訂為工殤日，迨至1996年，於聯合國的勞工會議中，始獲得到國際性的確認，由加拿大的工殤日擴大為國際工殤日。

有幸，在台灣職業災害罹難家屬的努力下，第一部針對職業災害勞工的＜職業災害勞工保護法＞終於在2001年年底通過，該法也從善如流地明訂了4月28日是國際工殤日，更要求政府必須立碑以資紀念這群無名英雄。

雖然，高雄作為台灣經濟出口導向工業化的前哨站，但職業災害受害者的沈重生命，屢屢在高雄發展的歷史書寫中被輕輕翻頁帶過。作為倚靠工業起家的城市，卻欠缺對受雇勞動者身影的歷史遠眺與近描，著實難堪。

事實上，早在1960年代末，全世界第一個加工出口區—前鎮加工出口區就因為工廠照明設備嚴重不足與超剝削的勞動強度，而迫使電子業女工身陷眼疾與視力衰退的危害中。

1970年代初，隨著長期忽略工作場所的安全衛生環境，而導致大規模職業災害事件陸續在各地冒出；如礦場災變，還有美商淡水飛歌電子、日商高雄三美，及其姊妹廠美以美電子接連發生女工吸入有毒溶劑而造成肝中毒死亡慘案，直到1973年9月3日，前鎮加工區女工因通勤而發生船難的重大職業災害悲劇後，麻木不仁的國民黨政權才迫於政治社會壓力，而於1974年通過了＜勞動安全衛生法＞，以規範工廠作業的相關安全衛生標準。
是故，當年那群船難的女工，不應只是高雄旗津路上「二十五淑女墓」的那抹觀光化風景，更應是高雄工業與勞動歷史裡，必須不斷反覆召喚與警惕的“工殤二二八”！更應是時下風行主流的鄉土教學中不可或許的篇章！

縱使，1970年代後的重工業化，以生硬與粗線條的鋼鐵，支撐起高雄的工業城形象，但是，在高雄港邊建構起世界第一的拆船王國，卻屢屢以拆船工人的生命為質押！

從1981年到1985年，死亡在鋼板拆卸現場的就有59名，476名工人因此而傷殘。這些數據呈現的不過是納入勞工保險的工人，至於那些在保險界線外的死傷工人，則是永難昭雪的冤謎了。而正是這些拆船工人用血汗與生命，將廢船化做廉價的工業鋼材原料，以讓台灣的出口製造業睥睨全球市場。而高雄縣大發工業區的廢五金回收提煉，其實也是另一個相同模式的歷史悲歌。

儘管，從帳面數字看來，職業災害發生率與死亡率似乎逐年下降，但必須僅記的是，當企業廠商為追逐低廉勞動力成本而外移，則職業災害只是由本土向他國輸出，製造工殤者的人禍機制只是置換了空間，而不是真正消減！

如果，唯利潤是尚的資本主義法則不受到有效的制衡與挑戰，那麼，興建再多工殤紀念碑也是枉然！這是“抗疫炮灰”陳靜秋護理長等人留給台灣社會最寶貴也最深刻的啟示，只不過，在ＳＡＲＳ全民恐慌下，在黨同異伐的政治攻擊中，這則啟示恐怕還是淪為“狗吠火車”了！
