不被官方認可的「黑」災民！（三）

■編按：在921災民之中，有一些災民是不被官方認可，因其震災前的住宅是租屋，基於不當的「所有權人原則」而被排除在921災民「法定」身份之外，故而，完全得不到「合法」921災民應有的待遇。但是，這些承租戶的經濟處境卻比絕大多數「合法」的921災民更為困苦，更需要台灣社會的關注與政府的人權保障，所以，＜蜂報＞特別刊出這篇個案報導。

好不容易，一家三口終於身心安頓下來了！照理說，素梅應當要振作起來，人生要重新再出發。可是，不知為何，素梅經常陷入悲傷、沮喪與絕望感的情緒，甚至，還出現感覺遲鈍、冷漠與睡眠障礙的傾向。

不過，她一直認為是自己胡思亂想所致，也就不意有它，而且，素梅的媽媽也在土角厝震倒後，也產生和她一樣的諸般症狀，為了撫慰母親，或說為了幫母親心靈重建，素梅當然要扮演起強者的角色。

某一天，傳說台灣大學心理學研究所要南下舉辦義診活動，素梅一時好奇，和朋友一起去探探。經由醫師診斷卻發現，素梅和母親已罹患了“躁鬱症”，且病情不惡！幸好，素梅還夠冷靜，願意聽從醫師指示服藥，終於使病情得到一定程度的控制。

“躁鬱症”，讓素梅體悟了一件事實，原來自己所真正需要的，並非政府大力宣導的「心靈重建」政策，而是正確的診斷與科學的醫療援助，然而，這卻不是屬於921災後重建政策的內容。

多讀書可以好謀生，受教育能提昇社會地位，這是素梅堅信不渝的社會法則，不因地震而改變。921震災後，許多社會福利團體到台中縣東勢鎮開辦英文班、電腦班、婦女讀書會等教育文化活動，因為免費，所以素梅當然是二話不說，立刻報告參加，各種課程上個不停，以便不得閒而避免去想前塵往事的各種不幸。

然而，愛心總有窮盡之時，人道關懷也不可能無限，時間拖長，那些課程就相繼停辦了！失望的素梅想不通為什麼停辦了？尤其，常聽台北的姐姐說，台北社區經常開辦各種課程，沒完沒了，不但羨煞素梅，也讓素梅深刻感受到城鄉差距的巨大存在！所以，素梅告誡子女將來不要留在東勢，有機會到台北去發展．．．

在921災民不斷陳情抗爭下，政府「日新月異」地推出各項安置災民的措施，以及協助重建的優惠房貸利率方案，其中，最吸引素梅者，就是所謂「新社區開發」了，一百五十萬的免息、兩百萬3﹪的政策，更是讓素梅心動不已！

素梅打著如意算盤，母子三人只要住二個小房間便足矣，樓下則租人當店面，樓上還可分租給學生，這樣就能用房租來抵償一部分的貸款，努力打拼二十年，說不定能擁有一棟房子供自己養老。

積極參與在東勢舉辦的＜及第新社區＞開發案說明會上，素梅豎起耳朵仔細聽了許久，儘管＜營建署＞官員口沬橫飛，吹棒新社區的各樣好處，卻始終未提及素梅最在意的問題，壓抑忍耐不了，素梅舉手發問：
「請問承租戶可以不可買房子？」

營建署官員也大刺刺地，直接了當地回答：
「承租戶不是災民！怎麼可以享有這樣的權益呢？」

這回答聽來如雷貫耳，重重地地刺痛了素梅的心！猛烈地摧毀了了素梅的希望！

承租戶不是災民？難道，承租戶就不會因為地震而喪失親人、不會因為地震而損失家產、不會因為地震而失去工作嗎？如果會，那為什麼不是災民？可悲的是，這些反駁與質疑只能在素梅內心吶喊而已！

居住，是基本人權，是中華民憲法所保障人民生存權的必要前提，是世界人權宣言的明文規範，但是，台灣政府視之為虛文，而素梅也像一般平凡“傻百姓”地不知道！

每到九二一週年時，東勢的河濱公園必定是官方舉辦晚會的“聖地”，去年也不例外，在一夜之間，不，準確地說是幾小時間，就耗費了國家公帑四、五千萬，只為了讓官員向災民進行政令宣導：
「政府做的夠多了，災民要自立起來，讓大家以愛和關懷來對面未來．．．」

這些推諉卸責的言論，除了引起素梅的憤怒以外，還是憤怒！政府所畫的大餅是一塊接一塊，但是，現實是“畫虎爛”！素梅比任何人都渴望著自立自強，也朝著自立自強的夢想勇往邁進，然而，官方的回應卻是不斷地侮蔑、與污名。

921後，租屋市場漲價五到八成，素梅鍥而不捨地要找到俗厝，大女兒已進入台中商專就讀，小兒子也上了國中，日常開銷日益增長，而薪水卻不升反降，家計愈發拮据！

就在此際，聲稱「做的夠多」的政府，卻雪上加霜、落井下石，為實現「消滅災民，粉飾太平」的政治目的，竟逼迫素梅一家重回震後初期的流離失所，讓她們不時處於被斷水斷電與強制驅趕的夢魘中！忍受不了「人禍」體制的再三欺壓與折磨，為了活下去，素梅挺身而出，參與陳情抗爭行動，以捍衛自己一家人最低限度的生存權與居住權！（結束）
