許我一個家！（四）

然而，政府對組合屋是設下居住期限的！不僅如此，為了消滅災民存在的証據，為了掩飾政府災後重建的「無為而治」，更為了不讓組合屋成為總統大選被在野黨攻擊的題材，執政當局從威脅利誘，到斷水斷電，無所不用其極地，要拆除組合屋，以達成「消滅災民、粉飾太平」的目的！

另外，即使政府不驅趕，我們總不能住在這裡一輩子。由於我們因地震全倒的家園，恰巧在學校預定地上，因此在震災後，政府不允許我們原地重建。所以，我們只能留意政府相關的災民安置政策，期待可以儘快地在政府協助下重建家園，恢復生活。

當我們得知好不容易通過了購買「平價住宅」的資格審查後，就第一時間訂下在大甲溪河畔的＜及第社區＞。高興不已的我們，以為就此能「許我一個家」了！為了防止新家被以後的地震震毀，我們決定監督興建的過程，不時到工地去查看與建進度，甚至，已討論要如何佈置我們的「家」了。誰知，這竟是空歡喜一場！

在付了十萬元訂金後才知道，原來我們雖然通過了政府的審查，也繳了訂金，但是猶如吸血鬼的銀行，絕不做有「虧損風險」的生意，並不答應我們貸款額度，只同意我們申辦額度的一部份，也就是，除了十萬元訂金外，我們還必須再繳付九十餘萬的現金作為保證金。這筆錢，即使在繁華都會區裡，在目前經濟景氣急劇惡化下，恐怕能拿得出者也不是多數，何況對於我們這樣的勞工家庭而言，簡直是「天文數字」！

乍聽到此一「真相」時，我們心裡都十分失望。心想，如果家裡真能拿得出這筆錢，何必眼巴巴地，等著這四層樓才四十五坪大的「平價住宅」興建？我們大可去買個中古法拍屋來住豈不更為舒適？這樣的門檻，和市場上的房地產有何不同嗎？而「平價住宅」又何「平價」之有？

我的父母親辛苦了一輩子，省吃儉用，從未享受過人生的幸福，而貧與病總是相隨交迫著我們一家人。對我們為人子女者而言，完成父母「起家」的願望，是我們盡孝的基本責任，而這「許我一個家」的小小夢想，卻遭政府與銀行聯手破滅了！（完！相關報導請參閱下一則轉載於＜聯合新聞網＞的新聞）

東勢及第國宅問津者少

協助東勢鎮及鄰近地區九二一受災戶居住問題，＜內政部營建署＞在東勢鎮投入一億三千餘萬元經費興建七十四戶「及第」透天國宅，已經完工，美輪美奐，由於佔地僅十一、二坪，目前只賣出十三戶；東勢鎮公所建議開放給尚未完成重建的九二一震災戶都可承購，否則未來只有養蚊子，浪費公帑了。

＜行政院九二一重建委員會＞、＜內政部營建署＞於九二一震災後，前年九月間核定東勢國宅用地改列為九二一震災新社區開發計畫，於東勢鎮正二街與正三街的國宅用地興建四樓「及第」透天國宅七十四戶，讓災民優先承購。

但完工迄今只售出十三戶，據東勢鎮公所了解，地坪不到十二坪，一樓做為停車場，二樓以上扣除樓梯間及衛浴，二間房間配置都不到三坪，如此格局，災民根本無法接受，且在震災後，房地產慘跌，災民若有能力負擔三百四十萬元，怎會買國宅。

另國宅申購資格嚴格，必須符合下列條件之一者，一、位於斷層帶、土石流危險區或其他地質脆弱地的受災戶。二、公寓大廈因震災毀損並經拆除者，其建築基地無法以市地重劃、區段徵收、都市更新或其他方式辦理重建者。三、公共設施保留地上的受災戶。四、災區公共建設拆遷戶。五、位於無法分割共有土地、祭祀公業土地、位於台拓地、頭家地、實驗林地、公有土地及無自有土地之受災戶。六、其他特殊情形經縣市政府認定應予安置報經＜行政院九二一重建委員會＞核定者。

東勢鎮公所指出，除了及第國宅外，鄰地還計畫興建七樓公寓，鄰近石岡鄉和盛村利用軍方撥用土地將興建平價住宅四十二戶、一般住宅卅八戶，售價在三百廿萬元以下，將出現供過於求情況；建議在公告配售後，仍有餘屋，得開放九二一受災戶申購，並以新社區所在地受災戶為優先，但已擁有自有住宅及正在辦理集合住宅都市更新的受災戶，不得申請。
