2003-07-14 21:20:38台灣「兩」國~駁斥行政院長「自由貿易港區設置管理條例」提修正案之議■作者：吉娃斯．阿麗﹝立委高金素梅﹞ 立法院10日晚間三讀通過「自由貿易港區設置管理條例」，規定港區事業限用5%以上原住民族勞工之條文，據報導：「行政院長游錫堃強調，原住民人口有限，這項做法將會使自由貿易港區的實質效益大打折扣，行政院將在立法院下個會期提出修正案。」、「經建會急得跳腳」、「福利國連線總召集人李俊毅表示，福利國立委已展開連署，將提出復議，取消這項規定。」 針對行政院長、經建會與執政黨的反應，吉娃斯大大的「有話要說！」 荒腔走板的政策與效率 行政院長游錫堃強調：原住民人口有限，這項做法將會使自由貿易港區的實質效益大打折扣。吉娃斯要說：自從外勞引進後，台灣的經濟情況不管好壞，似乎都與原住民族無關，經濟差的時候，原住民族的失業率當然升高，經濟好的時候，原住民族的失業率還是繼續升高。 大家都會想問：為什麼會這樣呢？吉娃斯要不客氣的指出：「政策失當」與「行政效率不彰」，使得原住民族成為永遠的高失業族群。原住民族的就業受到外勞的衝擊最大，但每年100億的「就業安定基金」究竟有多少比例是真正使用在促進原住民族就業上？答案是：比用在「外勞管理費用」還少！大家也會好奇：200億的「擴大公共就業服務」特別預算，是否解決了原住民族部落的失業問題？吉娃斯休會至今已走過八個原住民鄉，真相是：男人錄取為保母，女人錄取巡山員，大同鄉民被錄取到南澳鄉工作，電腦專業錄取當砍草的，「擴大公共就業服務」只能用「荒腔走板」來形容。 民進黨福利國連線立委說：原住民佔所有人口不到百分之一，要聘用百分之五的原住民勞工，根本不可能，且區內還比區外嚴格，算什麼自由貿易港區？ 吉娃斯要說：原住民族佔所有人口百分之一.九，但原住民族失業率是全國平均值的三倍，自由貿易港區聘用百分之五的原住民族勞工，不僅符合公平正義原則，更是進步改革的具體表現。執政黨不好好的思考如何運用這百分之五的原住民就業條文，去徹底解決原住民族的高失業問題，而去「先資本家之憂而憂」，這不禁讓吉娃斯懷疑：為誰拚經濟？是為人民百姓？還是為富豪老闆！ 可恥的拚經濟 民進黨福利國連線幹事長說：在野黨習慣性將原住民條款與重大法案互綁，例如敬老生活福利津貼即是，但將完全不相關且無法執行的條文綁在法案中，業者無法接受，也違背自由貿易港區設立的意旨，復議若沒成功，自由貿易港區失敗，在野黨要負起全責。 吉娃斯要說：執政黨不以主動施政去面對不公不義的問題，吉娃斯只好將符合公平正義原則的原住民條款與重大法案互綁，鞭策執政黨公平正義的施政。設置自由貿易港區不是只對投資的資本家交待，更要對人民百姓交待。自由貿易港區不管在租稅、土地、金融、物流、行政各方面都已經給了投資者極大幅度的優惠，投資者的競爭力已達99分，剩下的一口飯如果再不給人民百姓吃，那不如廢了自由貿易港區！行政院長游錫堃曾表示，根據中華經濟研究院的預估，自由貿易港區設置管理條例通過之後，從二零零三年到二零零七年，我國將增加一兆元的進出口貿易量，兩千八百億的投資金額和六千一百億產值。但是請記住，這些輝煌的數字都與人民百姓沒有關係，因為，該徵的稅都優惠掉了，賺的錢都是資本家的。在這種情況下，如果再將自由貿易港區的人民就業權優惠掉，這是「可恥的拚經濟」！ 台灣兩國 十年前，台灣的貧富差距是16倍，現在，台灣的貧富差距是61倍。數字會說話，台灣已成為兩國，「有權﹝錢﹞有勢一國，無權﹝錢﹞無勢一國」；「自由貿易港區設置管理條例」通過後，台灣又多了另一種兩國，「港區內一國，港區外一國」。人民百姓難道永遠任人宰割？
