2003-07-20 22:25:26阿嬤的願望！（二）轉載：＜台灣立報＞之「921災區民眾史」 最讓阿嬤感到不可思議的是，她竟然不是災民！因為，沒有房屋的人就不能算是災民。當然，阿嬤也失去了很多東西、很多財物，失去了生活了好久且習慣了的環境，不過，在官方的眼中，這一切都不能代表些什麼，政策與行政規定是只認「房子」不認「人」，或者說，沒有房子的，不是人！ 在我的田野調查中，像阿嬤一般不被官方認可的「黑」災民多如牛毛，所以，官方的統計數據顯然失真，我從來不信，實際的災情遠比那些冷冰冰的數據嚴重多了！官方只認「房子」不認「人」的「唯所有權主義」政策思維，反應的不是官僚顢頇，而是體現了「它們」既有階級壓迫的統治意志；沒有所有權的「黑」災民正是由於長期被剝削被壓迫而買不起房子所致，這種俗稱的「弱勢」人民，政府本應心存虧欠而予以優先照顧與特別援助，但是，反受到官方變本加厲的政策排除！ 一個多月後，來自全國的善心人士出錢出力，協助東勢鎮災民搭建的組合屋完工了，阿嬤想要住到組合屋去，卻發現原來自己不符合「災民」的資格。組合屋是給要家園重建（擁有震毀房屋所有權）的住戶住的，只有他／她們才算是災民，而更悲慘的「承租戶」不是災民。 這真是令人啼笑皆非的事情，阿嬤常說：「政府官員聽說都是大學畢業的，怎麼就這麼沒有頭腦，比我這個小學沒畢業的還要不懂事，難道不知道，就是因為窮才買不起房子嗎？難道不知道，就是因為困難才需要幫助嗎？」 不懂得什麼大道理阿嬤講出了這樣的話，只是用親身的經歷印證，政府官員一向非常關心社會福利，並強調社會公平正義原則，並認為對弱勢應該予以公平、安全等制度芸芸，者只是美麗的口號，偉大的謊言！ 不能住組合屋，難道只能住在帳蓬，餐風露宿地生活下去嗎？過了一陣子，東勢各座組合屋陸陸續續完工，但是，沒有什麼「合法」的災民要進住，空出了好多組合屋房子。 這時，東勢鎮公所為組合屋大量空屋感到苦惱，我想，並非基於可惜這些資源的浪費，而是擔心被媒體或民意代表揭發「弊端」，所以，才想到「好像」還有人住在帳棚搬不走，才輪到這些沒有任何人理會的承租戶可以進住組合屋，承租戶為政府失當的災民安置措施做了一次的背書。此時，阿嬤才得以遷入高雄市友誼村組合屋，終於可以到比較像樣的地方安頓了下來。 整個歷史過程非常具體而微地呈現台灣的現狀，台灣的社會階級結構是金字塔型態，而國家資源的分配卻是倒立的金字塔，殘餘不要的空屋才「施捨」給「阿嬤們」！（待續）
