2003-09-29 17:50:18非文明國家的內政部長轉載自：【2003/09/29 聯合報 民意論壇】 報載內政部余政憲部長常接受商人招待，請明眼人按摩，明顯違反「身心障礙者保護法」，也不符合利益迴避原則。 事件爆發後，余部長立即道歉，政院除指派政風室調查外，未曾對余之去留問題進行商討。隨後總統府傳出信息，余不用下台，未涉及政策成敗，無政治責任，但行為有明顯疏失，可能申誡或口頭警告。 在此同時，民進黨發動民代猛烈攻擊多年前連戰也有按摩，行政院發言人林佳龍亦加入攻擊陣營，企圖轉移焦點，混淆社會視聽，以減輕此一事件之壓力及對扁政府執政之不利影響。 在西方文明國家，一個政務官在下列三種情形之下必須下台，沒有任何理由託詞。假如有，必將為其人民所鄙視，其個人固無政治前途，其所屬政黨與政府也終將為其人民所唾棄與推翻。不然，就不是文明國家。 （一）政治責任。一個政務官如果決策錯誤或執行不力，造成國家利益受重大損害，當然要辭職下台。 （二）政治人格。一個政務官如果官商不分，以不同方式接受商人利益；或公私不分，假公濟私，運用公家資源作私人用途；或竟行貪汙弄錢，無論價值是幾百幾千，或幾萬幾億元，都是道德上的缺失，人格上的汙點。而一旦有此缺失與汙點，就要下台，沒有申辯餘地。 （三）違法亂紀。一個政務官如果做出違法亂紀的事，無論情節輕重，當然要下台。 這三種下台的理由中，以第二種政治人格最為嚴重，因其失去了做人從政的根本。為政策錯誤下台，過段時間，換個位置，還可上台。為違法亂紀下台，如果不涉及政治人格，則於接受法律制裁後，仍可上台。惟獨第二種道德有缺失，人格有汙點，便失去了做人的格，做官的品，永不翻身。 這種涉及政治人格的事例，在西方文明國家常有發生，有二個例證我印象深刻： 一個是負面的。一名艾森豪總統的親信因接受商人為他代付幾天旅館費，及一支價值數十美元的手錶，立即去職下台。 一個是正面的。西德總理柯爾因公，有政府專機可坐。但是帶著家人去度假是因私，自己花錢買機票，買不起頭等座位，只好買二等。 這兩例都是國際騰傳的新聞，可見西方文明國家對政治人格要求之高，政治人物自我要求之嚴。我現在誠懇的請求社會大眾，特別是那些知識菁英，本著你們的直覺（也就是天理）、良心、與你們所具有的全部知識，根據前述西方文明國家政治人物下台的三大標準，來檢視余政憲部長：他是否有政治責任，他是否有政治人格汙點，他是否以主管長官而違法亂紀，然後評判他應否立即辭職下台。假如認為他應該下台而不下台，那麼明年三月用選票請這個政府一起下台。 其實，余部長先前引發的諸多爭議，在西方文明國家是不可思議的事，早就應該下台了。今日何日，竟還有這種「二十一世紀目睹之怪現狀」，有這樣的政務官，有這樣的政府，有這樣的政黨。 我也同樣誠懇的請求社會大眾，特別是知識菁英，查明連戰當年按摩的事實真相，包括當時的法令，該理容院是否是真的理容院，按摩情形等等，然後按照同一標準，來評判連戰有無政治責任，有無政治人格汙點，有無違法亂紀，然後作為明年三月總統大選的投票依據。 最後，我要說明我為什麼文不離「西方文明國家字眼」，惟一的原因是以西方文明國家的標準來說，我們不是一個文明國家，距離太遠了。儘管政治人物衣冠楚楚，穿的是上等質料西裝，打的是名牌領帶，我們是一個不折不扣的非文明國家。 由 發表於 September 29, 2003 05:50 PM | 引用迴響
