購波音貨機華航多花90億傳與吳淑珍獲美高規格接待「有關聯」

＜華航＞在去年聖誕夜宣布，以總價二百九十六點六五億元向美國＜波音公司＞訂購四架747－400型全貨機，每架約七十四億元，遠超過每架約五十億元的合理行情，總價差更高達近九十億元，影響數萬名小股東的權益甚鉅。

董事長推說「不清楚」
這項送給美方的九十億元「聖誕禮物」，最終流向何處，不得而知。但四架貨機中的其中一架編B－18716號全貨機，已於上周六來台加入＜華航＞的營運。

＜華航＞高層指出，總統夫人吳淑珍去年九月赴美訪問，並獲美國「國家民主基金會」頒發「民主服務獎章」，獲高規格的接待，與＜華航＞敲定這筆鉅額交易「可能有密切關聯」。雖然＜華航＞這項購機支出高得離譜，但其最大股東＜航發會＞擁有＜華航＞百分之七十股權，＜交通部＞又實質控制＜航發會＞運作，所以其他小股東完全無法置喙這項構機案。

航空業界人士指出，「九一一」恐怖攻擊事件後，造成＜波音＞搖搖欲墜，「華航的訂單是波音的救命金丹，理應拿到非常低的購機價格。」

對此，＜華航＞發言人韓梁中表示，任何商業採購都有保密協定。財務處處長張炯滄則說，＜華航＞財報上所列的每架七十四點一六億元是指定價，實際購機成本一定低於定價，購價會在交機後重列，這對股東權益沒有影響。

＜華航＞董事長李雲寧表示，他不清楚這件事，＜波音＞還告訴他，「到二OO五年以前，都很難買到747－400型全貨機。」但是，據＜波音＞提供給《蘋果日報》的數據顯示，目前每架747－400型全貨機的定價（listed　price）介於台幣六十一點八九億元到七十點八三億元間，都較＜華航＞的購價低。

＜長榮＞購價低於五十億
市場人士指出，747－400貨機市場上的實際交易價（fair　price）是，每架約四十三點六九億元到四十五點三四億元間，「從這個標準查驗，華航買貴了。」購買波音747－400同型貨機的＜長榮航空＞，去年以每架台幣六十二點二二億元列帳。據指出，長榮實際付出低於五十億元。
