農作產銷通路亟待打開

台南縣是台灣農業大縣，擁有豐盛的農特產，只靠國內有限的消費，每逢豐收就出現價跌虧本的夢魘。最近，縣府引進日本＜田村株式會社＞，對牛蒡、山藥、紅蘿蔔等農產規劃契作事宜，目前雙方尚未達成協議，但已開啟農業發展的新商機；較諸陳水扁總統昨天才提出成立“農產品外銷專責機構”的主張，縣府的做法顯然比阿扁更關心「故鄉事」。

台灣加入＜世界貿易組織＞後，深受國外農產品進口衝擊，農業一蹶不振，農村日趨蕭條。為突破困境，台南縣佳里鎮農民與商家契種牛蒡，將軍鄉農民透過貿易公司契作紅蘿蔔，新市鄉農民則契作毛豆，採收後運銷日本，因有保證收購價格，尚有利潤可得。惜乎契作規模不大，無法大量產銷，也未能喚起政府的重視與輔導。

民間傳說牛蒡有“威而鋼”之效，深獲日本男人青睞。＜田村會社＞日前到台南縣參觀，有意契作牛蒡回銷日本。該會社希望能以日本品種及技術，請農民租用＜台糖＞土地大面積種植，俾穩定產量及品質；惟牛蒡是短期作物，租地種植不划算，因此還未敲定。不論田村這記敲門磚是否奏效，至少已提供一項新的思考模式，值得政府正視。

台灣地區的稻米產量過剩，國外食米開放進口後尤為加劇，政府採取補助休耕方式，鼓勵農民改種綠肥或其它輪作作物，用意固然可嘉，但休耕農田逐年增加，台南縣今年一期稻作休耕一萬八千九百公頃，二期二萬三千公頃，＜農委會＞每公頃補助輪作三萬四千元、休耕四萬一千元，國庫至少得付出近廿億元，全國加總金額更為驚人，勢必排擠其他經費預算。

過去政府偏重高科技產業，不斷斥資開發工業區，組團到國外招商，但在中國高優惠競爭下成果有限。反觀台灣農作品種及技術改良獨步全球，英國友人對楠西楊桃讚譽有加，麻豆文旦曾是日本皇家貢品，今年芒果外銷星島創出口碑，白河蓮子、官田菱角、左鎮山藥、七股洋香瓜都各具特色，極具外銷潛力。台南縣政府號召縣境各農會合資籌設農產品運銷公司，並引進日商研議契作，以一縣之力協助農民走出困境，眼光堪稱高明，勇氣亦屬可佩。

阿扁政府對拚經濟交不出好成績，墨守休耕補助的政策，並在總統大選前提高老農津貼，用以安撫農民，徒使窘困的財政更加惡化。如今，總統故鄉打出創新的「農發牌」，阿扁也有成立“農產品外銷專責機構”的構想，如能責成＜農委會＞協調＜台糖＞論季出租閒置農地，協助農民組成生產合作社，大面積生產農特產品，並設法打開農產品產銷通路，應不難再造農村繁榮。

推廣契作開創商機

最近不少英、日等農業人士到縣內實地了解農耕情形，英人對楠西楊桃品質大加讚賞，日本人則相當喜愛牛蒡和洋香瓜，並初步決定與縣內契作牛蒡，再運至日本。與外國契作應可開創農業商機，可見補助休耕並非唯一之道。

加入＜世界貿易組織＞之後，農民紛紛感嘆農業已是台灣夕陽產業，不論種哪一類作物難免要賠錢，尤其每年進口十四萬噸稻米，直接衝擊稻米產業，政府乃採取補助休耕，改種綠肥或其它輪作作物，此舉卻難遏止進口稻米逐漸占領國人口味，未來休耕補助勢將持續擴大面積，更無異於農地再利用，也許政府有必要調整農業政策，將補助休耕的經費用於購買進口稻米，再施惠於國際救濟，一舉數得。

除了調整休耕政策外，較積極的應是爭取外國契作機會，南縣是農業縣，生產技術一流，更有不少農特產品聞名全省，有白河蓮子、麻豆文旦、官田菱角、七股洋香瓜等，幾乎是一鄉鎮一特產，所生產的作物也因適地種植，品質絕佳，因此近日來，日本＜田村株式會社＞到縣內採購契作作物時，特選購牛蒡，即將於縣內種植後運至日本銷售。

其實，爭取國外契作，將會是國內農業另一條通路，尤其縣內有不少好品質的作物，如洋香瓜在日本一粒一萬日幣，折合台幣二千五百元左右，目前品質已可凌駕日本洋香瓜，若能爭取與日本契作機會，將可讓七股洋香瓜找到新通路，同樣的，縣內的楊桃、蓮子、文旦等好產品，若能與外國契作，不僅可確保價格，避免賤價傷農，還能建立國外通路，增加產品競爭力，如此一來，稻田不一定要休耕，可改採契作，政府也可省下休耕補助經費，同時讓農民有錢賺，所以推動契作農業，也是入世（ＷＴＯ）之後，可嘗試的農業政策。
