五一賀禮、包藏禍心！
勞動保護、國家失職！4月28日國際工殤日，全世界有168個國家在這一天同時展開對職業災害傷亡工人的追思行動。1986年，加拿大率先訂立每年428為全國工殤日，之後，西班牙、葡萄牙紛紛跟進，台灣也在中華民國工作傷害受害人協會與工人立法行動委員會的努力推動下，成為全世界第四個立法通過428為工殤日的國家！國際工殤日除了「追悼工殤者」外，更重要的意義是提醒執政者及社會要努力「保護勞動者」！
扁政府親資欺勞！勞工失業等死，就業過勞死！
然而，扁政府靠基層勞工支持取得政權，卻在執政以後，拼命討好資本家，大幅減免富人稅，甚至不惜舉債，援交財團。例如，土增稅減半、金融營業稅免徵，以及五千億的金融重建基金（原為一兆五百億）幫政客財團打消銀行呆帳，造成貧富差距急速擴大！根據商業週刊調查，個人所得最高者已為最低者的61.9倍，家戶所得最高者為最低者的6.39倍，而且，也逼使基層人民生活在六不起（讀不起、住不起、生不起、老不起、病不起、活不起）的深重壓迫中！
反觀在勞動政策上，扁政府不僅無力解決日漸惡化的失業問題，反而一再削弱國家對勞動者的保護，並大力推動勞動「彈性化」政策－修法通過彈性工時與推動部分工時，帶頭加速「外包化」政策－政府精減人力與擴大臨時雇佣，加速公營企業「民營化」政策，更坐視民間企業大量裁員與外包。
結果是，失業工人等死，而保有工作權的勞工（如製造業、媒體業、運輸業、金融業、服務業等等）也個個面臨雇佣不穩定、超時工作與過度勞動的的殘虐處境！在不安全的環境下勞動，與「二個人薪水雇三個人做四個人的事」已成為當今勞工的真實寫照！每個勞動者都成為工傷的後備隊！親資欺勞的勞動政策，對工人身心摧殘，比戰爭還可怕！
落實無力，建碑作秀！五一賀禮，包藏禍心！勞動保護，國家失職！
扁政府為粉飾勞工政策的不當，不惜扭曲自主勞工運動多年努力成果，將對雇主解僱勞工毫無任何約束力的＜大量解僱勞工保護法＞，以及，排除無一定雇主之弱勢失業勞工的＜就業保險法＞來當政績，今年勞動節更號稱要通過＜勞動三法＞修法（即＜工會法＞、＜團體協約法＞與＜勞資爭議法＞）做為給全國勞工的五一賀禮，實際上，卻是推動剝奪勞工爭議權，要工人繳械投降的勞資協商機制，而對勞工運動界努力七年而立法成功的＜職業災害勞工保護法＞，只搞建碑做秀，卻未認真落實！
扁政府一手火速建立工殤碑、通過包藏禍心的＜勞動三法＞修法；另一手，卻罔顧工人死活，任憑勞工失業等死，就業就業過勞死！如此兩面手法，其實是拿“工殤建碑”當粉撲，掩飾勞動政策不當，淪為政治作秀的角力場。不但有負工人對公權力的期待，更對不起工殤亡者！
工殤英魂，要求國家落實勞動保護！
因此，今年4月28日，我們將前往總統府抗議，並將在凱達格蘭大道上佈滿六萬個紙人，象徵過去40年來因職業災害死亡的工殤英魂，要求阿扁總統不要利用工殤者做秀當政績，騙取勞工選票！要求全面落實國際工殤日「追悼工殤者、保護勞動者」的真正精神！
